The SAS Deployment Wizard may take several minutes to load, and does not show a progress bar. Select the language you wish to use for the installation process (English is the default) and click OK. (If you have chosen to hide file extensions, this will simply be called Setup.) Inside that folder, you should find an application called Setup.exe.
